"Cultural barriers" doesn't really seem like the point of the humor. There isn't so much a "cultural barrier" as it's an "ignorant americans vs corrupt dictatorship of a poor country" like how even their lowest level of government employee is treated like a feared king. That was why that whole "everyone goes to jail" joke was in there.

2026-03-14 00:12:42 +0000 UTCi think of those moments as a power trip. initially, he's being shamed and feels disrespected as he's chased from the room, grabbing the pens as a a very petty indicator that he's going to take what he wants. the next day, after dropping the check off, knowing how badly she wants to build the park, he grabs the pens as a challenge to her to say something, feeling very confident she wouldn't. OR, maybe it was just an improv in the first scene and they added the second scene to put a bow on it. either way, it's a good moment/joke in an otherwise subpar episode.

I usually skip it. it's not like it's poorly-written or anything, but most of the humor here is "aren't cultural barriers hilarious?" and it kinda gets on your nerves after 25 mins. I always finish watching it feeling unironically bummed out; something unique to almost any Parks episode. a few undeniably good and funny moments (Tom gets 10 more wholesomeness points), but overall probably my least favorite to watch in the series. all uphill from here though also comparable to the Great Divide in the sense that even the worst episode of such a good show is still an 8/10
