I don’t think the show is trying to equivalent smoking and child trafficking as equally bad. It’s specifically a way to show how he is acclimating to the way his “coworkers” behave. He only smoked because the other guy who does the night watch forced him to. It’s an indication that he is adopting their behaviors even without being forced to
