To me in the story karla starts wars to destroy anyone who gains to much power. (but not all wars) So like for your example with rome instead of allowing it to become a huge empire she would buff a few weak nations power in order to crush the empire and then push them to fight each other. A forever repeating story. To make sure no one will ever forge to large of an empire.
