To be fair to Zero here, we were shown that Narita was evacuated. As far as he knew the only collateral damage was buildings.

I think a lot of people miss it because taken literally, it is obvious nonsense - like a man who can fly, but will lose his powers if he ever eats onions. What does eating onions have to do with nullifying magic flying abilities? You ask the wrong question - how is the man even able to fly in the first place?
