It depends on who you're talking to. Some would consider Butters Hawaiian, others wouldn't. Some would consider him being born there enough, and others would want him to actually live there to be considered Hawaiian. I can't say which type is more prevalent though.

Literally the ranked the two best character on the show as far as being decent human beings yet both have the worst parents ever
