In here you meet the Boobtree-lady. Her name is Eve.
You can talk to her or stare at her boobs. She is unrelated to the Dead Waters quest, but she'll have a more important lore in the future.
West Noxious - Tunnel Noxious
You can enter this tunnel when you've encountered the glowing mutant in the Water Purifier (and talked to Dr. Oktorr about it)

You can start Dead Waters quest in the beginning of the game if you wish. Note: Enemies will get harder once you hit level 5.
