2022-03-13 20:09:50 +0000 UTCI don't think Nobara will lose without even landing a hit based on the current knowledge Ruff has of Tsunade's powers in Naruto Shippuden. But if we consider her power in later parts of the story, Hman's claim does make some sense to me. So in my opinion, there are quite a few scenarios where I think Tsunade is capable of beating Nobara without getting hurt (based on the powers shown later on in the Naruto story) but not with the power Tsunade has shown at the point in the story were Ruff is at.
