So if the #1 hero has his eye on Midoriya then Todoroki is going to think that there is some potential in Midoriya something he might not see yet or maybe has but realizes if All Might is paying extra attention to him then he should too!

It's an argument, but it's never fully confirmed because there are arguments regarding the source material that he never PHYSICALLY held her down and forced her to do it, but he still coerced her through emotional abuse and guilt. You're likely only saying that because of how it's implied in the anime. Again, I will not confirm or deny either side as an objective fact, because either way its still a REALLY shitty thing to do, but I just wanted to point that out.

It's not surprising that she harmed Todoroki

Did you noticed that Todoroki covered his left side with ice the entire season one? This was part of his rejection to his father.
