While Birdie tends to the party, Raff sets up her tent, bed, etc for the night because he's an acts of service king. Plus he likes it a certain way and wants it extra comfy for when he "accidently" stays over. In my mind, dragonborns prob don't kiss the traditional way humans/others do, so there's a learning curve when it comes to their relationship, but Birdie taught him how to kiss and now he can't get enough.
