Okay, so Wednesday is still human, the reason she can transform is because she has her spiritual wolf. The body swap brought wednesday and her asigned wolf spirit together (wolf spirits are asigned by the moon)

Now, Weds has her soul linked with her wolf, but she is still human and her body shouldn't be able to transform. The thing that makes it possible is being Enid's soulmate. When they became mates officially they began to influence each other's wolf and physical form (wednesday breaking the alpha can't turn back human curse)

This and the remaining trace that the bodyswap left made Wednesday's body able to unlock her powers, but they are unpredictable and sporadic until wednesday learns how to control her wolf.

ALL THAT SAID

So it's obvious that ovulation doesn't work like heats IRL, Wednesday's case is influenced by the fact that she is mated to Enid. She isn't necessarially in heat, she is just a bit horny, but Wednesday is really bad at realising that.

Wednesday's wolf chooses to manifest itself because it feels like it's necesarry for reproductive purposes, something along the lines of "our body has to change so Enid can meet our needs properly." It's safer for them that way since Enid is much stronger than Wednesday.
