Toriyama basically sent the same main plot to the manga and anime, and it was up to both to serialize his plot, fill up casual dialog, etc. So this means the finer details that connect plot points can differ between the two, especially non-essential dialog. But the exact gag of Bulma’s chest measurement, down to the last digit, are identical between the manga and anime. It means Toriyama specifically wanted it there 💀😭😭

That manga is called Jaco The Galactic Patrolman, and some lines of dialog slightly reference events in it, so it’s okay if you two were a bit lost at first. Hope this clears it up
