The higher up Kais seem to only get involved if the situation means the end of everything. And the Cell thing happened in a pretty short amount of time. I’m sure the Kais have seen quite a few space dictators over the millions of years they’ve been around for. But all of this is just a guess on my part. On top of Shin not being that qualified for the job and just inheriting the position basically.
