You honestly can’t really call it cheating when they’re using their scouters, when it really isn’t helping the enemy out, yeah sure they’ll know the enemy’s power level, but it has been shown multiple times that the heroes hide what their true power is by masking their energy, so when the enemy does use their scouter it is getting a false power level reading which makes the enemy cocky thinking their stronger, but in actuality they aren’t.
