I don't think this is a spoiler (though it might be - it's been a long time since I watched this). But I don't think they have to be around bodies of water to be effective. Also , I think the bending skills themselves are similar from one element to another, so maybe Aang finds it easier because he has already mastered one element. Plus he seems to carry the spirits of previous Avatars within himself, even if he is not aware of it.
