Perhaps someone stole a woman without paying, tried to use an underhanded trick to get away with more than he should- such as 'accidentally' bending her barcode by holding her ass for too long, or a woman is protesting being eaten. Then the Space Cadets are called in to either a) rescue not a woman but stolen goods, b) solve a dispute over the sale of the woman to make sure it is LAWFUL not that it doesn't happen, or c) force a woman to be eaten as that is her legal obligation.

first off: brilliant use of FLESH and OMG, I didn't even notice the latter at first. Second: loooord I want this shop as like a legal thing in the Space Cadets universe! Of course I want the Cadets to still exist, they have to try to stop (and get eaten by) the people illegally ingesting girls, and plenty of people twist the law to do so, but I ache for some purely legal consumption. Like maybe women can be eaten as a form of payment or debt coverage. Skip on the meal with your date? Well your date is a meal now, and one you don't get to enjoy. Also plenty of places for legally purchaseable women, pick them off the stand, examine them, and make sure you pay before consumption.
