The cartoon in question is Captain N: The Game Master. It's an isekai from 1989 where our hero gets transported from the real world into a mashup of various Nintendo games of that time. It's notable for having an ensemble cast of characters that are nothing like their canon counterparts at all, and it's incredibly cheesy at best and not very good at worst. It also crosses over with the infamous Zelda cartoon from that time period, which is... a bit better. It's very much a product of its time and interesting from a historical point of view, but not really worth watching without at least several friends and/or a very large bottle of alcohol.
