Mullet-Man has a lot of good videos on comics, ranging from silly stuff (ask your fishy friend about the infamous "Slobberin' Time" incident) to some stuff that's barely monetizable, if not puts you at risk for a community strike. One of the best videos that can be turned into a long form reaction is the one on the Red Hood, but you might want some more context on the broader scope of DC in general and the Batmythos in particular. Maybe finish up the Arkham games first, even though that might take a few months to do so.
As for the scariest villains... well, when people think about scary villains I mostly refer to Batman, since I know the most there. The real scary ones aren't the big, buff dudes that will eat you or break you in half like Croc or Bane, it's not the greater scope villains or the normal people forced into becoming what they are now like Ra's or Freeze. It's not even the Joker, who's more scary because he's a ticking time bomb and you are just waiting for him to go off and kill you. No, it's the little ones. The psychotic monsters that are much smaller in scope but can do things that are very much real and all too horrifying in their own ways. The types like Professor Pyg who does grotesque things to the people he gets his trotters on, or a distrubed child like Master Bruce who instead of receiving guidance was indulged to the point of murder. But worst of all is probably James Gordon Jr, the son of Commissioner Gordon and a full-on serial killer clashing with his father, his sister and her boyfriend (the latter being the Batgirl and Nightwing respectively). While he does not appear a lot, Junior's story is very chilling.
And yes, I think that a guy who looks like a young Jeffrey Dahmer is a scarier villain than Scarecrow. Go pound straw, Crane.
