The best part about that one Waluigi render is that it came from an announcement video where Nintendo revealed a new colored Switch Lite (a blue one, so not a Waluigi color), only to suddenly flashbang us with the absolute ZEST of this man doing an outrageous pose. The official video has been deleted, but people took it and ran with it. And between his outrageous poses, his extravagant behaviour, a larger than life personality and apparent mastery of Hermit Purple we can conclude that Waluigi is in fact a JoJo reference.
As for Waluigi's creators, Camelot Software is still in business, but they haven't released anything since 2021's Mario Golf Super Rush. It is likely they're working on a title or two for the Nintendo Switch 2, but no news there yet. And while they started off making the Shining Force series for various Sega consoles, once they hit Mario Golf they struck Mario Gold and almost exclusively started to make Mario sports games that don't involve karts. But in between they managed to squeeze out Golden Sun and its sequel (they tried to make it one game, but it was just too big), which is widely considered to be one of the best JRPGs on the GBA, which is no small feat because of how many of those there are on the handheld. They also made the sequel on the DS, and the protagonist of the first game (Isaac) is consistently on the most wanted list for fans of Super Smash Bros.
And yes, the thing at the end is an Eva reference. Don't get it? That's okay, most Eva fans don't get it either.
