In this context "gelt" is a Germanic word that relates to money or gold, so it's fitting that the funny Supreme meme man is naed after it. And while this episode plays it for comedy, the Imperium is so large that it can't have all planets run the same way. As long as you pay your taxes, provide regiments of Guardsmen, all psykers you get your hands on and of course worship the Emperor nobody's really going to care how you run your planet. While a planet's ruler is called a Planetary Governor in the Imperial bureaucracy on the planet itself it can be anything from a king to a president to a tribal leader to a high priest and anything you can think of. The planet's government can be a feudal affair, a liberal demoracy, a theocracy, a monarchy, a loose tribal confederation or whatever you want, as long as you don't worship Chaos or anything. And as long as you keep your head down and don't make it too blatant you can get away with a LOT of corruption, as long as it's not of the Chaos kind and you pay your taxes. The relative freedom also comes to the Imperial faith: it would be impossible to have all planets worship the Emperor in the same way. Sure there's some degrees of orthodoxy, but as long as the Emperor is the one and only god and you don't worship any others by accident or by intent you're good. So things like the Emperor as the sky father who made the world, or the sun-as-Emperor worship are fine.
