Yes, the Orks have submersibles. One of them even had stats at one point, but that one was more or less a piece of fortifcation set up in a body of water. Water does not really feature in the 40k tabletop, even though there are a very small number of vehicles that could at one point navigate water (because they're amphibious). But this is mostly one of those gimmicks that was phased out by the fun police. And before you ask: no, as far as we know there has never been a Red Orktober.
As for the virus bombs: they are a mostly phased out way of committing Exterminatus. They work by spreading an extremely virulent toxin that eats away at all biological matter it touches. Unless you're vacuum sealed you are vulnerable to this, and even Power Armor not prepared for space combat is vulnerable. This rapidly produces massive clouds of flammable gasses (mostly methane), and a single spark (often by a bomb fired after the fact) causes a massive firestorm that consumes everything within the cloud. But because of how they work virus bombs need to A: cover most of the planet so a saturation bombardment is needed and B: it takes time for the gas to spread, making them less reliable. A less scrupulous person can use them in battle; during one of the wars of Armageddon the sleazeball planetary governor used one against the Orks, but because the virus bomb had aged most of its virus was gone so the effect was not that potent, and a gust of wind blew some of the virus onto his own people to horrific effect. Because of this the virus bombs have been more or less phased out in favor of cyclonic torpedos, which are just really big bombs that perform Exterminatus through an earth-shattering kaboom.
Oh, and the use of virus bombs empowers Nurgle. Which is also a bad thing.
