One of the important events for Magnus was the Council of Nikaea, a gathering of the Emperor and many Primarchs to debate on how to use psykers within the Space Marine Legions. Magnus, Sanguinius and Jaghatai Khan argued in favor while the likes of Fulgrim, Leman Russ, Rogal Dorn and Corax argued caution with Mortarion being strictly anti-psyker in general (because he was raised by and eventually turned against an evil sorcerer and his kin).
At least, it was presented as such. In truth this was a setup by the Emperor to see if Magnus had the humility and reflection to see if he could use his great powers with responsibility. What Magnus instead did was justify his reckless use of his powers through a mix of a butchered version of Plato's allegory of the cave (whom the Emperor might have known, if not actually been) and going "dude trust me" while ignoring the objections of his brothers and refusing to at least consider a compromise. So the Emperor outright banned the use of psykers within the Legions and that all existing psykers would be returned to the regular command structure and never use their powers again. Obviously Magnus did not like this, nor did he understand why the Emperor decided this.
When the Horus Heresy broke out (the Council was about 50 years before it started), the traitors ignored the decree because screw the Emperor, while the loyalists started to use them again once they discovered how effective psychic powers are against daemons. And while the Council was never formally overturned the Emperor did order the founding of the Grey Knights, and it was never properly enforced after the Heresy.
