So basically how CR works in relation to players and their levels. CR of an encounter is weight vs a party of 4 players with the same level as the CR.
For example: You got a CR 3 encounter (multiple monsters / single monster, skipping the modifiers here), this means you would need 4 players with level 3 to have it be a challenging fight.
So for a CR 40 encounter you would need 8 lvl 20 players basically. since the max level is 20 in DnD 5e. And CR is just a rough guideline.
