I agree that it's not enough time to build up Selestina. The moment of her reveal wasn't earned, and so it didn't have the impact that a villain like her should have. Also, Saten and Misaka's scene was very, very well done.

By the time you get to the realisation that nobody has it figured out, you start to regret looking forward to getting older all this time. Telestina was foreshadowed, and she does go over the top... but I think she's meant to be the calculating villain who gets to super gloat when her opponents see the scheme for what it is... just too late. 1 cour, which I still suspect to be anime original, is too little time for such an arc. We don't get any Telestina POV moments to sell this to us, either; the show wanted to surprise us as well as the characters. The "Let your friends help you, dumbass" moment was so much better in this show than in 90% of the shonen shows out there. It's one of the core scenes that make me like Saten and Misaka both. I honestly didn't remember the first season being this rocky. I must have repressed it.
