I want to say that society casting you away because you're not a special high level esper is messed up, but that's also how our society is. Whenever a show has these kind of themes I always think back to Penguindrum.

Well, if you don't go to Academy City (and aren't incredibly naturally gifted, or go to similar facilities in other nations) you will remain a level 0 forever. So a parent (if they exist) has to make a choice, right? Send their child to this unnatural, weird city where all kinds of things don't work how they're supposed to... or raise them as usual and they'll be a normal person in a world with Academy City graduates. Also this one dude just not shooting his gun was very dumb. It makes Chisato seem plausible in comparison.
