2023-12-19 03:57:33 +0000 UTCRailgun is a side story of A Certain Magical Index, so it's got a little more focus on these characters, some of whom have shown up for short stints in that show. And some world building. And you don't make 3 seasons of a show without it having plot, even though these character tropes are sometimes an annoyingly large percentage of certain episodes. The anime never explains (you'll have to go to the source material) but the reason "Scientific" is in the title is because Mikoto here is defined as having a "scientific" origin for her power, as opposed to the magical origin of the titular Index in that show. As for Mitsuko Kongo, she has a good reason she's carrying around that fan, actually (and knows what she's doing with it). That she happens to fit the stereotype of the character who hides behind a fan in other senses is a weakness of her status as a minor character in the "main" storyline of Index; minor characters don't get the luxury of going against type much.
