Earthbreaker Groon was his name. Victor the black powder merchant was one of those NPCs that Matt Mercer made up on the spot, after Percy wanted to find somwhere to buy gunpowder in Vaselheim and Matt reasoned that a city that size could have one. So he had Percy's player roll to find it, and then he had to make up Victor. He dressed up as Victor for that year's Halloween episode of Critical Role. It's one of the fandom's favourite NPCs.
