Keyleth can't control the weather (yet). Control Weather is a level 8 spell, available at character level 17. Skywrite, or the ability to change the appearance of the existing clouds, is a level 2 spell, available at character level 3. For where they are right now, Polymorph (the spell Scanlan used to change into a triceratops) is a level 4 spell, available at character level 7. Dominate Person is the most likely spell that Anders would have used here. I don't remember the exact sequence of events in the campaign, but generally Dominate Person is a "concentration" spell, that you can only have one active of at a time. The tongue item may bypass that, or work entirely differently. Vampire charm definitely works differently.
