Howard does deserve some of the blame but not really. In the end, there is no blame. Chuck had $3,000,000 plus whatever he earned and saved over 40 years. The one time I will defend Chuck, I will say he was mentally ill. Even though he seemed rational about everything unrelated to electricity, at the end of the day, his brain wasn't working correctly. Howard pushed him over the edge but he was already teetering at the brink. If not today, down the line he would have had the same meltdown when he eventually had to retire. They made Jimmy look more callous than he has acted toward Chuck through the whole series. It would be one thing to show his relief that his visit didn't kill his brother but happily whistling seems a bit out of character to me.

I know sometimes you have trouble with various context clues. He is blaming himself. He thinks showing up at Chuck's caused Chuck to lash out. He thinks Chuck felt guilt at lashing out. Jimmy thinks he is responsible for the relapse. Jimmy doesn't know anything about HHM kicking Chuck to the curb. That is why he sits in darkness. He thinks he pushed Chuck to suicide. He loved his brother so he feels intense guilt. Misplaced and he is wrong about why Chuck did it, but at the moment, he blames himself.

HHM & Howard. Not Jimmy. Chuck was looking forward to the fight and Howard snuffed it out. Chuck couldn't wait to wade back into law and Howard stopped it all with his settlement. As chuck said, Jimmy didn't matter to him. Jimmy wasn't even an afterthought in his relapse. Being removed from the law destroyed Chuck.
