Willow Springs - Graphics Update

Significant graphics update to Willow Springs, thanks to Mike08 for some of the new textures and grass, Masscot for the Balloons. This will be up on Race Department soon, but I thought it's fair to give all my supporters here a bit of an early look at the new updates.
Hopefully there's also a working fix for the AI pitlane now. Will probably need further testing.
