I imagine that’s why he never tried to overthrow any of the Hokages that came before him. But he would act on his own and in the shadows to do what he thought needed to be done. Danzo is not a character designed for any of us to like, but he is a character designed for us to understand what kind of world Naruto is trying to change. Also… If Koharu and Homura look familiar, it’s because they hung out with Hiruzen and Danzo even into old age. (Hint hint lol) Their names have been dropped before 😜
