I think the idea is that just because a small force of 5 people break in once and then the leader and a small band of followers try to carry out an assassination, doesn't mean you get to commit genocide against an entire race (including children). Especially after the enemy was invited by one member of top leadership and another member of leadership invaded during peacetime, violating a treaty, and killed hundreds, provoking a war. If the American President and 30 people in his administration broke into downing street and tried to kill the Prime Minister (invited and aided by opposition party leadership), would it be appropriate to immediately nuke the entirety of America? Not exactly a proportional response.
