The "white outlines" are used to break up the image so that the action can be clearly seen. If you filled in all those white lines, you'd be left with an indecipherable mass.

I hope you'll forgive me for asking, but I was curious about something: When drawing the tentacles, how do you decide when to use the white outline? Most often it seems like it's used to differentiate where tentacles overlap, but not always. The background tentacles for example lack the outline.
