They've never outright said they were expecting a fourth season, and most Disney shows of the last 15 years or so have been planned as three seasons or less. It's not a situation like The Owl House where it was absolutely supposed to have another full season that got cut. However, there are elements in season three that feel like they were either meant to set up a fourth season, or like they're condensed versions of things that would have been more substantial storylines in a fourth season. Many people believe the staff wanted a fourth season and started work on season three believing they'd get one, but they've never publicly said anything to that effect.
