WOW What a trippy episode this was!!!
It really is great seeing just how much Harley has grown and matured (mostly) since the show first started. Also, you've got to love Harley putting her psychology Ph.D. to good use. It's a part of her that hasn't really been explored in other series, so I'm glad they do so here. Also yes, Harley usually does have a thick Brooklyn accent, but her usual VAs, Arlene Sorkin and Tara Strong, make it sound cute instead of grating.

The custom opening and credits song were referencing the tv show Fraiser, about a call in therapist in Seattle, played by Kelsey Grammer. The character had a radio set up similar to Dr. Psycho's podcast in the beginning. Harley even says how she "learned more about psychology from Fraiser than all of med school." You were just too upset at Dr. Psycho returning to notice.π

The episode title is a reference to two movies, Batman Begins, the first of the gritty Nolan trilogy, and Batman Forever, the third film in the Burton quadrilogy. The show you're thinking of is Batman The Animated Series. The animation style in Batman's psyche was deliberately intended to draw from it. The show first introduced Harley Quinn, as well as the Harley/Ivy dynamic. It's worth a rewatch if you're interested and want to get all the references here. It doesn't have any of the cringe moments this show does, just pure action, plot, and character.

Batman TAS is also what the art style in the crime alley scene is imitating, with the black, grey, and red color scheme for the environments. (oh and of course, batman tas is especially notable for being the show that invented Harley)

nah, both are movies, batman forever was the val kilmer one with the riddler and two face, it's...not great. Forever is the 3rd, begins was the 5th, and the start of the gritty nolan reboot.

The logo was a play on the opening for the show "Frasier", where the title character has a call-in psychology radio show. There, the city is Seattle, where that series is set. Here they "Gothamized" it. The end theme is also a riff on the "Frasier" end theme.

The show you remember was probably Batman: The Animated Series ("BTAS" for short), which introduced both Harley herself and, later on, the Harley and Ivy team-up. Batman Begins was the first movie with Christian Bale as Bruce/Bats (which is where the "Why do we fall down?/To pick ourselves up" line comes from).
