Absolutely, the BULL-E is made of Bio Electronic Cells, which function as normal cells, tho they can rewrite their code to make the whole body or some parts shape shift, including the throat chords ! Only part not really changeable is the head design, as it's programmed to stay as a bull terrier like head

It also can be changed in settings for quantity, appearance, texture or scent. Since the BULL-E has a special robotic brain designed to work as a normal one, it also can have an orgasm and give similar electronic signal as a biologic one !
