What they talked about is a mystery, but could be about a common enemy they both have like Blackbeard or something. Shanks has respect even from his enemies because the know that he is an honorable man, so they are willing to meet with him. So yeah, they were not just gonna hand him any DF, they are not allies. He is still their enemy, and he stole it. It's unclear if he knew what the fruit was before he stole it, but I guess I support your theory that he knew ahead of time. In which case, he did not want the world gov to have such a powerful fruit since they are his enemy. You will see in a minute, but Shanks only showed up to prevent the Navy from taking out Wano or Luffy while they were weakened. He likely predicted that the Marines would attack after the fight and decided to sail there. It's similar to how Shanks saved the day at Marineford.
