I think that it is exaggerated as a flaw, but TBH there are SOME deaths that probably should have just happened cause the characters that survived were too unimportant to actually have any continuing role in the narrative. Pell, Konis' Dad, Charlotte Moscato, other fake out deaths. Most fake out deaths would have been better as actual deaths. The only characters that had any potential business surviving were maybe the red scabbards depending on who you ask.
