I think the writing of Sanji asking for Robin's help was good for the reasons you listed, but the execution was poor and just made Sanji look more pathetic. For starters, it was Sanji's own fault that he got caught in the first place after he fell for an obvious trap. He gets beaten so badly that he gets knocked out and does not even bother using armament haki to defend himself cause it would what... bruise their fists or something at worst? Black Maria would not have even been bruised anyway. She has strong Haki too (and he can feel that on impact). It makes no sense for him to let himself take this much damage at such a pivotal moment. Then, he somehow cannot break himself free of those webs even though he has super strength can generate fire from his legs. All the while everyone else is fighting for their lives and the fate of Wano and the world and Sanji is just screwing around here. This is still way downhill from how good his character was in WCI (and other parts of Wano), and I consider it regression.

I really like how Robin spelled it out to Black Maria (and probably most of the audience) that what Sanji did is more of a development rather than a regress. Sanji before Whole Cake would lean into not calling Robin/Nami's help, would rather stick to sacrificing himself even with his chivalry, but after that whole fiasco, he actually understands that he can definitely rely on his friend even with his weakness (going against women). He believed in Robin that she's strong enough to win against Black Maria, one of the top officers Kaido had. Robin knew this and that's why she said, "friends are wonderful." She's happy, especially for Sanji who sacrificed himself not even a month ago, that he believed in, relied on, and trusted her now. Robin understands.

Oda said that Sanji physically can't hurt a woman, that's why his armament is "softened". It's not like he chooses not to fight back. It's like if Zoro wanted to find a way to the right place by himself
