"Idk how to scale the emperors, to me Shanks is just a dude with a sword, no DF, and Conqueror's Haki". I'm only gonna use stuff you've seen to answer this. In Shanks' case, you can scale him from two interactions. Shanks had an even clash with Whitebeard, and he blocked Akainu's punch. Both using his sword, and both without any signs of struggle. These are incredible feats not many characters you have seen would be capable of, that is an Emperor or Admiral level feat. Oh, and the sheer strength of Shanks' Haki knocked out most of Whitebeard's crew despite how strong even his lesser members were and starting breaking apart Whitebeard's ship. Shanks is the only one you've seen do that, it's probably the highest level Haki use you have seen. So yeah, you don't really know how the emperors stack up to each other for sure but what I can tell you is that few are in their league. In terms of scaling, the current categories you should know about are ordered like this more or less and you can assume this from what you have already seen in Marineford long ago: -------------------------------------------------------------------------------------------------- 1. The 4 Emperors (Generally the strongest characters in the show at any given time) 2. The Admirals (slightly below emperors in power, generally. Also some of the strongest characters in the show. They can fight Emperors in a 1 vs 1 decently well, but probably won't win alone.) 3. Emperor Commanders (They usually come in sets of 3, characters like Jack (Kaido), Cracker (Big Mom), or Marco (Whitebeard). Far below emperors and admirals in power, but some of the strongest commanders like Marco and some others may be able to stall them for a bit.) -------------------------------------------------------------------------------------------------- Keep in mind not everyone in those categories are equal necessarily (especially emperor commanders), just easy to see them in general tiers like this. There are some notable outliers to this: - Garp is potentially higher than Admiral level and could be considered Emperor level. You have heard that he was the rival of the King of the Pirates Gol D. Roger. -Sengoku is also from Roger's era and you can assume that he is likely at least Admiral level or higher since he was Fleet Admiral, perhaps even Emperor level if he fought Roger a lot. - You know that Mihawk spars with Shanks, so we can assume that he is likely at least Admiral level or he would get rolled by Shanks even being half serious. I personally see him as Emperor level but hard to scale him since he doesn't fight very often. - Warlords are wildly different in power levels, you kind of have to just figure it out as you go for each one. They can range from Emperor Commander level or weaker to Admiral/Emperor level (basically just Mihawk, and maybe Kuma depending on who you ask).
