Actually, given their track record their non-interference policy post-ascension makes more sense. They're still making dumb decisions, but at least they're trying not to.

The whole concept of creating human life in the first place and seeding them all around different galaxies for one thing, that's playing God right there. Of course they'd feel like they could manipulate their creations.

Given the 2 nations were formerly friendly, I assume the ancients didn't pit them against each other. Still, even if the ancients were simply trying to help them advance and organize as a society, the whole process clearly taught them to be far too dependent on outside direction. It is kind of a fun episode, and definitely a great sci fi concept, but there is a disturbing undertone to it as well. The ending definitely catches you off guard first time watching. It kind of feels like Icon/Ethon all over again, just on a smaller scale. Also shame on Lorne and Zelenka. Rodney and John at least had the defense of not knowing what they were doing. Those 2 knew full well they were turning real people's lives into a game. I'm not always the biggest Weir fan, but her frustration in this episode is extremely understandable. Pretty big screw up by the SGA crew, but at least they managed to defuse the situation before too many people got hurt.
