I thought they were going for reincarnation since there have been cases of children reportedly remembering how they died in their previous lives, but the psychokinesis angle is new! I also liked that Scully stepped in again to tell Mulder they had to chase down the bad cop and not traumatize that poor girl any further.

Basically, as the title implies, the cop was "Born Again" temporarily through the girl, and she was in a way possessed and controlled by him at times. The telekinetic-like abilities working through the girl are obviously done by the dead police officer.
