In a fight, it's probably the type of bending I'd least want to face. Being crushed or encased in rock is scary, but being burned alive is terrifying. Next to those, having water or air thrown at me is laughable. In terms of utility. It's true earth bending is pretty broken. That the earth kingdom is by far the largest and most populous of the 4 according to the wiki speaks to that. Earth benders could build cities in weeks. Fire OTOH is crucial to a great many advances in human history. The fire nation seems to be leaps and bounds ahead of the other 3 technologically. No doubt they started blacksmithing centuries ahead of the others, and it would remain easiest and most accessible to them. That they're able to challenge the other 3 nations combined lends some credence to Zhao's claim.
