Omoc is a bit of a dick, but he would go on to be Jigsaw at one point so not surprising. Pretty good episode, and the Tollan actually end up being almost as OP as the Nox in later appearances.

They are just concerned about giving technology to less advanced species, they actually do care about us and don't' want us to misuse their technology. They aren't evil, they are an ally race, but will never let us learn their advanced technology. And time travel is not involved here, they are just more advanced, not from the future. Also notice how the Nox woman opens the Stargate, she just opens her arms and "activates" it without "dialing" an address. Just take note of that for the more advanced races.

Speaking of superior beings, how’s Dooski doing? Haven’t seen her lately. For me the high point of this episode was this exchange: GENERAL Hammond: “Why don’t you ask the airman outside to show you to our guest quarters.” Maybourne: “That’s okay. I’ll wait.” Hammond: “That wasn’t an invitation. It was an order, COLONEL.”
