If you want to put it that way then yes, its an expansion of the canon cover page stories, but they should not be skipped for that reason, because the panels them selfs are very immportant and deeply connected to later plot lines or provide setup for future events. Example, the bridge that spans centuries i believe was only mentioned in this cover page but no doubt it will be elaborated upon much later on when he starts taking about the void century.
