I think you're way too biased in favor of Mitsuki when considering other character's opinions. From our POV, he is pretty likely "innocent" or indirectly involved, yes, but he's also the "child" (experiment) of Orochimaru, an ex-international terrorist who once tried to destroy the leaf, successfully took the third Hokage's life, was directly involved in the Akatsuki at some point, and is currently on 24-hour surveillance. Not to mention his "child" was authorized into Konoha as a shinobi while Naruto kept it under the wraps to most high-ranked personnel. I can't blame the two old fogeys for being immediately dismissive towards Mitsuki.
