Itachi wasnt in this arc other than a few flashbacks and in sasukes genjutsu on danzo. Since neither one is a character actually being present or having any real impact or development on themselves, the story, or other characters, Itachi basically wasnt in this arc. It would be kind of silly to make a character of the arc poll and include characters that werent in the arc. Character of the arc isnt really about picking your favorite characters overall. Its about picking the best character out of the ones who had a major role in that particular arc only.
