I've always loved this setup SO much. Our three main characters are secretly three of the biggest gang leaders in the entire city, yet none of them know and we had no idea of this at the very start. Even better, they all fully believe they'll be protecting each other even as they set up to fight the others. Everything is setup perfectly for Izaya's plan, three large gangs led by three close friends and setting them up for a massive fight. But there are two interesting problems in his plan. For one Anri is directly aware of his manipulation, she has enough memories through her followers to catch on to his plans to some degree. That makes her a threat. The other possible problem is that two of the three gangs are mostly anonymous. The Dollars have some famously public members like Celty, Shizuo, and the Van gang, but the majority of their members are completely hidden in public. Saika's followers can be loosely found out through looking for past victims, but there's no guarantee that all the victims were reported as such and there are absolutely going to be people who have no clue they've been possessed. Only the Yellow Scarves are easy to find the identities of. This gives them a noticeable edge both in the potential conflict and in getting around Izaya.
