It's just that in UBW, she was basically handicapped because Shirou's really bad as a master - not only could she not really get any mana from him, but her parameters (strength, agility, endurance, etc) are significantly lower because of it. The VN has these stats in detail. Saber under Rin is an absolute powerhouse. But yeah, UBW is not Saber's route, obviously. I'm not sure about this, but I think Rin only transfered a little part of her crest to Shirou or something, not all of it (which I think would not be possible since they're not blood-related). that little part is basically enough to establish a path between them, so Shirou can use Rin's mana. Also, in the VN, this scene was originally an H-scene (the only one in UBW, there really isn't that much explicit content in the VN compared to its length), so the connection between Rin and Shirou was established in quite a different way :P And yeah, the number and quality of magic circuits are set at birth, and cannot normally be improved or expanded. it's one of the reasons why magi with a long magi lineage are actually better at using magecraft; a child of two magi will have more and better magic circuits than a first-generation magus on average. Archer is a Heroic Spirit in a Servant Container. That alone means he has many times more mana than he had in life (which was the same as "our" Shirou).
