Bradford himself said in the room that he doesn't let his rookies take primary at that stage in their training (I'm assuming that means prior to the 6-month exam). So Officer Chen was at an immediate disadvantage, but because they had no way to know that, no orders that she needed to be primary more often, Bradford had no reason to think he had to change his training methods. When Chen was assaulted, she wasn't primary officer, and it doesn't count. Officer Lopez, it seems, keeps a fair balance on allowing a rookie to take primary, while Bishop prefers the approach of, "throw them in, watch them close, be ready to step in," and because of that, Nolan got to be primary on a majority of busts.
