Idk if you'll see this comment but yes Nolan did have his video as evidence but when ever a police officer takes a life they have to go through this entire process. The video footage would only be used during the investigation because it is still a homicide/murder. They just have to be 100% sure that there was no other outcome that could have happened. Like if he shot instead of having a non lethal if the suspect didn't have a weapon. (This explanation may be a little off in some places but it's the gist of what I'm trying to say)
